Team member seats are available on Business and above, and only the account owner can invite anyone — no team member, no matter their role, can invite another team member.
Business plans include up to 3 additional logins beyond the owner's own; Enterprise includes up to 20. These are additional seats, not a pool the owner's own login counts against.
One detail worth knowing: the limit only counts members who have actually accepted their invitation. You can send more pending invitations than you have seats for — the limit only stops you once enough of them are accepted to fill your active seats. An invitation expires after 7 days; inviting the same email again while a prior invite is still pending simply replaces it with a fresh one.
There are four roles, and the differences aren't always what you'd guess:

Admin has every fleet-management permission that exists — devices, groups, reports, alerts, and team management — but not billing. Your plan, invoices, and API key page are reachable only by you or a team member with the Billing role, never by Admin. If you want someone to help run day- to-day operations without ever touching your subscription or payment details, Admin is the broader role and Billing is the narrower, financial-only one — they don't overlap at all.
When inviting someone, you can give them access to your whole fleet or scope them to specific groups only — and if you choose group scoping, you have to actually select at least one group; it won't let you save a group-scoped invite with nothing picked.
